News: A Significant Part of Liberty Harbor Sold at Auction on November 3, 2025

Harbor Lenders, the owner of the majority of Liberty Harbor, sold its holdings on 11/3/25. 
 
The Auction included the Declarant Rights and Common Areas. This includes all of the commercial, hotel, retail and approximately 165 (80 in phase I and 85 in phase II) lots for single-family homes. It includes the existing industrial buildings and the cellphone tower. 
 

Liberty Harbor | Newly Revisioned

With the increased demand for waterfront property in the coastal real estate market, Liberty Harbor is poised to be the next great redevelopment success story in coastal Georgia. The overarching strategy capitalizes on the benefits of waterfront living and a coastal lifestyle, including the allure of outdoor park areas, a pedestrian boardwalk, access to a private marina, and proximity to a revitalized downtown. Residents will enjoy on-site markets and retail shops, they can dock their boats just a few steps from home, and the parks are prime green space for local music and cultural events. Even the historic Liberty slip anchorage will become a unique site of interest, connecting the new community residents to the rich heritage of our past.
 
Liberty Harbor will offer hundreds of moderately priced single-family homes, as well as higher-end waterfront condos and luxury homes. CHC Properties, LLC, a Miami-based heavy marine construction company, has purchased four of the valuable Liberty Harbor "Gateway" sites. CHC has recently engineered and attained permits for the critical Marina site. CHC is looking to sell the three condo sites and to either sell or partner(s) for the development of of the Marina.

CHC Properties has designed and is permitting the Marina at Liberty Harbor. The permitting process is 99% completed and CHC has received the LDP from the City of Brunswick. When fully developed, the marina will include over 400 dry stack storage units, over 70 trailer spots, a wash-down area, ample parking and approximately 75 water slips, a marina office, and a +=5,000 SF restaurant. Looking Back

In the early 2000s, Liberty Harbor was assembled by Harbor Development, LP (“HD”) as a planned mixed-use development in two phases, with 1900 feet on Oglethorpe Bay fronting the Brunswick River, on 110.40 acres.
 
Phase I & II property was rezoned to Liberty Harbor Planned Development (“PD”) in 2005, for the development of 1,800 residential units, a 400-unit hotel, 300,000 square feet of commercial space (limited to retail), and a 450 wet slip and a 1,350 dry stack slip marina.
Phase I, being 62.43 acres, has been partially developed into 136 lots, 7 planned multi-family sites, and a common area. Predevelopment included the mitigation of unsuitable soils, the completion of Roads, water & sewer, and roughed-in pad sites. Of the 136 lots in
 
Phase I, 64 are available from BRR and 12 from LHP, with the balance being in the hands of private individuals or lending institutions. Only one home was constructed, and no multi-family units, hotel rooms, or commercial space were built.
 
Phase II, being the remaining 48.07 acres, was platted into 84 lots (77 available from LHP) and common area, but never developed. Par leased industrial buildings, rail tracks, and a cell tower on Phase II even though the land under this property was platted and parceled for the lots. Prior to the great recession, the developers of Liberty Harbor sold lots and pre-sold condominiums. One home was constructed on the River; however, the development has sat dormant for twenty years.
 
The Marina "Slip" Site was added, and it is approximately 26 acres that adjoins the northwest side of Liberty Harbor. This, along with approximately 450 wet slips, was originally planned and permitted for Liberty Harbor.
 
Kennedy Funding, Inc. foreclosed on the Liberty Harbor site on February 5, 2013, and has taken possession of the Liberty Harbor site, excepting lots sold to third parties and the 4 CHC parcels, pursuant to the Deed to Secure Debt which secured a $55M loan it made to HD in May 2007.
 

Moving Forward

In the next few years, Liberty Harbor may represent one of the largest redevelopment success stories in the State of Georgia and for the City of Brunswick, Glynn County, and the entire coastal region. Only Savannah has seen this scale of coastal residential and commercial redevelopment.
 
An overarching development strategy includes an emphasis on liberty harbor's historical relevance (the boardwalk connecting the marina to Brunswick City Park) and the arts, including outdoor areas for music and cultural venues. The new Liberty Harbor will offer hundreds of moderately priced homes and condos with access to the marina and riverfront amenities. It will include higher-end waterfront condos and homes and the boardwalk and new marina and dry stack storage will represent a much-desired "beachhead" for the City and a way for citizens to access and use the Waterfront.
 
The redevelopment of the Jered building may involve using the existing structure or it may be removed entirely. One suggestion is to use as much of the existing structure as possible. while creating a mixed-use retail and residential complex.
